Regarding Monday's Hearing on 117 Concord St. Please advise why you are allowing an RDA to be scheduled.
As I have expressed to your office back in MAY and followed up on 6/27 this owner has been engaged in apparent improper activity in violation of the wetlands protection rules for some time. Signifiant work at least in part is already performed. As such an enforcement action appears needed. I see you are still having enforcement hearings regarding 54 union on the same agenda where they did work without prior notice. Everyone should be getting equal enforcement treatment. Why is the applicant getting a pass? If you view my communication with the agent it is apparent that the agent was either not told accurately about the project, did not view it first hand or has looked the other way for several months.
Further as the town already has wetlands determination on the property and NOI is needed not a determination. This was required before work started back in MAY.
I was not at the hearing as I was not made aware of it even thou I was in communication with your office over the past several months. I am at 136 concord street so although not a direct abutted within 100' I am near to the property. Your agent did not give me the courtesy of notice even thou we were in communication as recently as 6/27 a couple days before the meeting was scheduled.
RDA, Thomas Latouf, 117 Concord Street, general yard improvements, fence replacement, trail
As records request please post or provide via email preferred. Any plans or communication the town has in its files regarding this project. Further any minutes of the 7/9 meeting and documents used.
